Dr Paul Mwambu , a Multifaceted Academic Author Appointed as Prime Minister of the Bamasaba

The news of the appointment of Dr. Paul Mwambu as the Prime Minister of Inzu Ya Masaba was announced by His Highness the Umukuka III, Jude Mike Mudoma, through an email copied to Dr. Paul Mwambu and Mr. Steven Masiga, the spokesperson of the Bamasaba Cultural Institution.

Dr. Paul Mwambu holds four degrees in various fields, plus three postgraduate diplomas and approximately six short-course certificates in diverse areas.

His Highness Jude Mike Mudoma, the Umukuka III of the Bamasaba people, recently conducted a cabinet reshuffle within his Kingdom and appointed Dr. Paul Mwambu as the new Prime Minister for the cultural institution of the Bamasaba people. Before his current elevation, Dr. Paul Mwambu served as the Minister for Agriculture in the Bamasaba Cultural Institution for about two years and registered commendable success among the various clans of Masabaland in the areas of commercial farming.

The Prime Minister is the second-highest position in the administration of the Kingdom of the Bamasaba people and serves as the administrative head of the institution, supervising all appointees within the Bamasaba Cultural Institution.

Other notable new appointees in the cultural institution include Dr. Kosea Wambaka as Deputy Prime Minister, Mr. Davis Mwenyi as Deputy Prime Minister, and Hon. Emmanuel Mutanje as Minister for Investments and Entrepreneurship Development.

Mr. Bernard Mujasi, the Senior Presidential Advisor on the Bugisu Region and former LCV Chairman of Mbale District, hailed the appointment of Dr. Mwambu, stating that he is the right man with the right skills for the job in the current era.

Mr. Mujasi mentioned that he mentored Paul under the Mbale District Local Government administration when the latter served as the Fisheries and District Production and Natural Resources Officer in Mbale before receiving a promotion to the Ministry of Agriculture as a Commissioner.

In recognition of his excellent public service record, President Museveni awarded him a National Medal in Kabarole District during the International Labour Day in May this year for superb performance in the Ministry of Agriculture.

Who is Paul Mwambu?

Paul Mwambu holds a doctorate in Management Studies from the Uganda Management Institute and other degrees in science from Makerere University.

He previously served as the Mbale District NAADS Coordinator, where he garnered numerous accolades from the District Leadership and the Ministry of Agriculture for his outstanding service to Masabaland and the country. He was praised for mobilizing farmers to embrace commercial farming in line with the government’s strategy instead of the subsistence and peasant agriculture that many of them were previously accustomed to.

He later secured employment as the Commissioner for Crop Inspection and Certification in the Ministry of Agriculture.

Dr. Paul Mwambu possesses an impeccable academic record and holds several degrees in various fields obtained from institutions within Uganda and abroad. He holds the following qualifications: a Bachelor of Science in Botany and Zoology from Makerere University, a Master’s degree in the same field from Makerere University, another Master’s in Public Administration obtained from Islamic University in Uganda, and recently graduated with a Ph.D. from the Uganda Management Institute (UMI). Most of these awards were acquired Magna Cum Laude.

Dr. Mwambu also holds approximately five additional postgraduate diplomas in various fields, such as Pesticide Risk Management acquired from the University of Cape Town, Project Planning and Management, and Public Administration, among others, including six short courses in various fields acquired from within Uganda and beyond.

Dr. Mwambu is a respected academic author with numerous publications to his name. Some of his publications, such as his Master’s thesis in Zoology and Botany titled “Assessment of Farmer Involvement in NAADS Implementation in Sub-Saharan Africa: A Case of Uganda,” gained significant traction, attracted the attention of the World Bank and the United Nations Development Programme (UNDP), and subsequently led to international employment opportunities.

Dr. Mwambu is a multi-faceted individual. He served as a lecturer in the Department of Environment for both undergraduate and postgraduate students at Islamic University, and many of the current District Agricultural and Production Officers were mentored by him at both Islamic University and Uganda Christian University.

In terms of employment, he entered service as a Fisheries Officer under the Ministry of Agriculture and has risen to his current rank of Commissioner within the same Ministry.

He commands significant respect from the Bamasaba top leaders and the general populace due to his down-to-earth nature and ability to connect with everyone.

On his Twitter handle, Senior Presidential Advisor for the Bugisu Region, Bernard Mujasi, thanked His Highness the Umukuka of the Bamasaba people for selecting the right choice for the premiership of the cultural institution – a view shared by Dr. Harriet Nabushawo, the Dean of the College of Education at Makerere University.

Mr. Steven Masiga, the spokesperson for Inzu Ya Masaba, stated that the region now expects the new Prime Minister to leverage his previous local government networks and mobilize Masabaland and Uganda to fully embrace government programs like PDM, mobilize farmers using his national contacts to concentrate on commercial agriculture as a means of awakening and revitalizing the economic well-being of the Bamasaba people, and that clan leaders will now be enrolled in this drive.

Dr. Mwambu hails from Bushiende Sub-county, Mbale District, and is the highest-ranking government official among the Bamasaba. Many Bamasaba praise him for lobbying for the employment of Bamasaba scientists in the Ministry. Mzee Samanya, an insurer in Mbale Town, expressed his gratitude to Dr. Mwambu for assisting his son in securing a government job.

Dr. Paul Mwambu has extensive links and connections among rural farmers, having worked closely with them for over twenty years, as well as with the youth. He is the best asset to be relied upon in rolling out both government and cultural institutional agendas aimed at empowering Bamasaba and Ugandans to transition from peasant farming to commercial agriculture.
