Shs31b CCTV scandal lands Internal Affairs PS Gen Musanyufu, Police boss in trouble as Museveni Sends them on Forced Leave

President Yoweri Museveni has directed the Permanent Secretary in the Ministry of Internal Affairs, Lt Gen Joseph Musanyufu, Undersecretary Aggrey Wunyi, and AIGP Felix Baryamwitsaki to go on forced leave for six months over an ongoing corruption investigation linked to the maintenance of Uganda’s national CCTV camera system.

In a May 23, 2026, directive addressed to the Head of Public Service and Secretary to Cabinet, Lucy Nakyobe Mbonye, Museveni said he had received a report from Major General Kahinda Otafiire regarding alleged corruption within the Ministry of Internal Affairs and the Uganda Police in relation to the maintenance of police surveillance cameras.

The President explained that the government had partnered with Chinese technology company Huawei to install road surveillance cameras to help combat rising crime. He noted that after Huawei faced sanctions from the United States and the European Union in 2019, the company shifted to relying on a private Ugandan firm for camera maintenance and repairs.

Museveni identified the company as Dealan Associates Limited, saying it had been selected by the Ministry of Internal Affairs to maintain the CCTV infrastructure. He added that despite the Ministry of Finance releasing UGX 31.37 billion for the works, the contractor was allegedly not paid because ministry officials, through a middleman identified as Hassan Serunjoji, demanded bribes.

The President ordered immediate administrative action against the implicated officials as investigations by the State House Anti-Corruption Unit continue. He directed Lt. Gen. Joseph Musanyufu and Aggrey Wunyi to proceed on forced leave for six months pending completion of the investigations. AIGP Felix Baryamwitsaki was also ordered to step aside temporarily. Museveni further instructed authorities to appoint an acting Permanent Secretary.

He also directed that Hassan Serunjoji be prosecuted if sufficient evidence is established and ordered the government to settle outstanding payments owed to Barbara Katisi of Dealan Associates Limited.
