Victoria Sugar Limited (VSL) continues to cement its position as one of Uganda’s leading sugar manufacturers, combining large-scale agricultural production with clean energy generation to drive industrial growth and rural development.

Located off the Kampala–Gulu Road, approximately 19 kilometres north of Luweero town, the company’s state-of-the-art factory and headquarters sit on an expansive 17,000-acre estate in Luweero District, within Uganda’s Buganda Region. The strategic location places the factory at the heart of a major sugarcane-growing belt, supported by a strong network of out-growers in surrounding communities.

VSL’s parent company, the Victoria Group of Companies, has also secured an additional 10 square miles (6,400 acres) of land in neighbouring Kiryandongo District, laying the groundwork for future expansion and reinforcing the group’s long-term commitment to Uganda’s agro-industrial transformation.

As of March 2025, Victoria Sugar Limited was crushing an average of 3,000 tonnes of raw sugarcane daily, translating into the production of about 120 tonnes of brown granular table sugar per day, or approximately 36,000 tonnes annually. This output has significantly contributed to meeting domestic demand while strengthening Uganda’s food security.

Beyond sugar production, VSL has distinguished itself through its investment in renewable energy. Using bagasse the fibrous residue left after sugarcane crushing the factory generates electricity through co-generation. By December 2025, the plant was producing 15 megawatts (MW) of power, with 5 MW consumed internally and 10 MW exported to the national grid, creating an additional revenue stream while supporting Uganda’s energy supply.

In a further boost to clean energy initiatives, the company was preparing to add another 3 MW of electricity from biogas, underscoring its commitment to sustainable and environmentally responsible operations.

Victoria Sugar Limited is part of the Victoria Group of Companies, a fast-growing Ugandan industrial conglomerate established in 2018. The group has diversified interests spanning sugar manufacturing, clean energy co-generation, distillery operations, plastics and tarpaulin manufacturing, tyre and tile production, steel products, cable manufacturing, recycled batteries, and household utensils.

By December 2024, the Victoria Group had invested an estimated US$150 million in the Ugandan economy, creating jobs, strengthening local supply chains, and supporting the country’s industrialisation agenda.
