NRM CEC RACE: Basajjabalaba’s Tax Evasion History Taints His Reputation as Entrepreneurs Leader

Our Intelligence Desk has landed on evidence that one of the contestants for the NRM National Entrepreneurs League Chairperson is a Tax Evader.

Dr. Hassan Basajjabalaba is named in Tax evasion scandals including one that saw him being remanded to Luzira Prison. The remand was instigated by the DPP charged him forging a consent judgment to evade taxes.

The taxes in question amounted to 20billion Ug Shillings which arose out of the Shs142, 698,097, 388 compensation to Hassan’s companies under HABA Group Ltd over City markets. Which caused resignation of two ministers after scrutiny.

When he was arrested and presented to the Anti-Corruption Court, he was charged with three counts pertaining to the offence committed between 2010 and 2011.

The first charge together with his brother Muzamiru, was Conspiracy to defeat tax laws. The second charge was forgery of a judicial document and thirdly uttering the same document.

The judgment was purportedly entered into by Haba, as a plaintiff, and the Attorney General as the defendant, agreeing that the latter’s payments to the former of Shs 142bn would not be subject to any levies, whereas the award was subject to tax laws.

Prosecution further alleged that in 2011, in the High court case of Haba versus the Commissioner General of Uganda Revenue Authority, Basajjabalaba fraudulently uttered the said consent judgment.

He was arrested a day earlier trying to leave the country to Kenya using an East African Diplomatic Passport allegedly to meet Raila Odinga, the then PM over his Kampala International University, Kenya branch.

When this case went to the Supreme Court, the justices noted that the compensation monies were paid to Basajjabalaba and his companies illegally following a contract that he had entered into with the defunct Kampala City Council without the advice of the Attorney General.

To date, this Intelligence Unit has no evidence that Basajjabalaba paid this money to URA, him as an unscrupulous, unpatriotic businessman that sucks rather than support government.

This is just one of the reasons, UMSC council urges NRM Delegates not to entrust Basajjabalaba with the CEC position fearing that he will use the position to carry out his dubious activities to the detriment of NRM and the country at large
