Public Sector Leaders Join Forces with the Launch of the Chairpersons’ Forum for Enhanced Collaboration

CEO Summit Uganda, through the National Housing and Construction Company Limited (NHCCL) officially launched the Public Sector Chairpersons’ Forum, a new initiative dedicated to enhancing collaboration, sharing experiences, and engineering best practices among leaders at the governance level across several public sector agencies. The launch was officiated by Ms. Lucy Nakyobe, Head of Public Service and Secretary to the Cabinet.


The Public Sector Chairpersons’ Forum aims to unite Chairpersons and other governance leaders within Uganda’s public sector, providing them with a platform to engage in meaningful dialogue and exchange insights on addressing common challenges. This initiative is expected to create a foundation for stronger partnerships and shared resources, which will lead to more effective and accountable public sector governance.
In her address, Ms. Lucy Nakyobe, emphasized the timeliness of the initiative and the importance it holds in ensuring collaboration across government agencies which will encourage leaders to work together for strategic governance. She said, “I am honored to be here as we embark on this journey that marks the beginning of our significant initiative of having the Public Sector Chairpersons come together to form a forum. We already have a forum for Permanent Secretaries that I Chaired, and such forums have a lot of benefits which I believe we’ll enjoy.”
“So, this forum is not only timely, but it is also a demonstration of the governance we need for operational excellence at public service. Our public sector is vast, diverse and also complex, comprising various entities that play critical roles in driving the development of our nation. However, the success of the entities does not solely rest on the strength of the individual mandates but rather on our ability to work together. And I believe, as we come together today, we as Chairpersons shall achieve miles from where we were at before. We shall be able to share experiences and cultivate best practices that will enable us to govern our entities more effectively and efficiently.” She added.
The Forum’s host agency, NHCCL will handle the leadership of this forum for the next one year with CEO Summit Uganda acting as a secretariat to ensure harmony and smooth operations of the initiative.
While addressing the media, Stephen Mukasa, Managing Director, CEO Summit Uganda expressed the importance of this forum, stating that it is time that the country formed one.
“We as Ugandans are banking on the parastatal heads to make sure that their respective parastatals deliver ably. So, this is an association or forum that has been created to see this through. It is good to see that the sitting Chairs present today acknowledge that such a forum that brings them together should have already been formed. Through this forum, we hope to empower public sector leaders to continue driving positive change across their respective sectors.”
The Forum will hold regular meetings, providing a structured schedule for members to discuss issues and collaboratively explore solutions that can lead to enhanced service delivery. It will also serve as a central hub for the sharing of resources, research, accountability and strategic insights, ensuring that public sector chairpersons are well-equipped to lead their organizations effectively.
Dr. Peter Kimbowa, the Technical Support for the Forum called on the leaders to embrace the initiative for overall socio-economic development. He said, “It is upon us, as chairpersons, to lead the charge in addressing governance issues, driving financial sustainability, embracing digital transformation, and fostering strategic partnerships.” “The success of Uganda’s parastatals will not only shape our economic future but also determine the quality of services provided to our citizens.” Dr. Kimbowa added.
Some of the government entities represented by their respective Board Chairpersons at the launch included; Uganda National Airlines, Uganda Tourism Board (UTB), the National Identification & Registration Authority (NIRA), the Public Procurement and Disposal of Public Assets Authority (PPDA), National Water and Sewerage Corporation (NWSC), among others.
The Public Sector Chairpersons’ Forum is expected to include leaders from various government agencies, statutory bodies, and regulatory authorities across Uganda, all of whom play crucial roles in shaping the country’s governance landscape.
